William J. Smith, Senior Security Consultant

Distinguished career as a Security Consultant to Government, Industry and Private Sectors for the past twenty-five years. Provides Security Consulting Services to several Superintendents of Schools and directs Security Audit and Assessment Operations for the firm. Develops situational response protocols for School Districts and provides in-service training for the Educational Community. Selected as Security Consultant on Call for the State of Connecticut, DPW, for all Connecticut Vocational Technical Schools and other Educational Facilities. Authored the "Security Evaluation and Planning Guide" which is used extensively by School Districts in the United States and Canada. He is a Board Member of CALPI, Past Chairman of the Security Committee, and member of the American Society for Industrial Security.

Ralph A. DiFonzo, Jr., Security Consultant

A nationally known expert in Crisis Management, Hostage Survival and School/Workplace Violence, retired Special Agent of the FBI, Ralph DiFonzo, has been featured on numerous television and radio programs for his extensive knowledge in these areas. Relying upon 30 years' experience investigating violent crime cases throughout the United States and internationally, Ralph initiated and supervised the Connecticut Violent Crimes Fugitive Task Force. Previous assignments included Los Angeles, California and Salt Lake City, Utah. In addition to his investigative and security consulting skills, Ralph was and remains involved in Police and School Resource Officer training as a Certified POST instructor. Several lectures have been conducted to organizations which include The American Association of Industrial Management; The Connecticut Association of Schools and the Archdiocese of Hartford, Catholic School District. Developed a School Resource Officers' (SRO) course which addresses the police officer as an educator, a crisis negotiator and his law enforcement role on campus pertaining to Crisis Management and Crisis Response Plans.

Brian W. Kelly, Security Consultant

Former Director, Campus Safety, Trinity College and Assistant Dean of Student Services. Graduate of the F.B.I. National Academy. Developed and implemented a professional training program for security services and an emergency reporting system for students, faculty and staff at the College. Supervised all Security and Campus Safety operations and developed strategies for design, implementation and use of security products throughout the campus. Provides assistance in use and staffing of Campus Safety and SRO personnel. Assists in development of in-service training modules. Reviews Safe School protocols for the firm.

Philip J. Biondi, Security Engineering Specialist

Extensively experienced in security and surveillance disciplines, Mr. Biondi a retired CTNG Brigadier General responsible for total construction projects while in command of this SOC Agency. In 1992, he was named the District DOC Engineering and Maintenance Director responsible for operations, security, and environmental safety issues. He has designed and coordinated construction and installation of security products; access control, key and electronic locking systems, CCTV, fire control and suppression, security lighting and other component systems for all SOC agencies. His private sector experience includes major project design and installation work in Educational, Ports (Homeland defense), Commercial, Municipal, Industrial and Government projects totaling in excess of 50 Million Dollars. He is a member of the American Society of Industrial Engineers; National Fire Protection Association, American Society of Military Engineers, and Society of Military Engineers.

Ed Kardauskas, Director of Security Risk Management Services

Ed Kardauskas is a former Captain with the City of White Plains, NY, Police Department where he served as the commanding officer of the Uniformed Operations Division, the Burglary Squad, the Crime Prevention Unit, and the Training and Special Projects Division. During his career he served as the senior incident commander at thousands of crime scenes and major incidents. He is a graduate of both Manhattan College and the FBI National Academy, and the fifth person worldwide to earn all 3 American Society for Industrial Security board certifications--Certified Protection Professional (CPP), Physical Security Professional (PSP) and Professional Certified Investigator (PCI). He is also a certified locksmith and has served as an expert witness on lock penetration evidence and techniques in major criminal trials.
